A Doctor of Economics, he is President of the Barcelona Institute of International Studies (IBEI) and a member of the Board of Trustees of the Centre for International Studies and Documentation in Barcelona (CIDOB). He was President of CIDOB (2000-2012), of the Board of Trustees of the Museu Nacional d'Art de Catalunya (2004-2011) and of the Caixa d'Estalvis de Catalunya (2005-2010).
He was a member of parliament for Barcelona (1986-2004), vice-president of the Government (1991-1995), Minister of Defence (1982-1991), Mayor of Barcelona (1979-1982) and Minister of Territorial Policy and Public Works of the Government of Catalonia (1977-1979). He is an Honorary Fellow of the London School of Economics and Political Science.
